W. Lee Wan, MD is a board-certified, second-generation ophthalmologist. He specializes in advanced cataract and lens implant surgery, but is also experienced in many other eye surgeries such as pterygium, glaucoma, LASIK, and corneal transplant surgery. His father, P. C. Wan, MD, established the practice that became Coastal Eye Specialists in 1964. After graduating from the Loma Linda University School of Medicine, Dr. Lee Wan completed his ophthalmology residency and a cataract and refractive surgery research fellowship at the Doheny Eye Institute of the University of Southern California School of Medicine.
While at Doheny/USC, Dr. Wan was central to several research projects investigating many modern and future cataract and refractive surgery techniques, including injectable lens implants that could someday replace the eye’s natural lens and restore natural near and distance focus. He developed one of the first computerized systems for topographic mapping of the cornea, which is today an integral part of planning and monitoring cataract and refractive surgery techniques. He also participated in pioneering efforts to reshape the cornea using various implants, inlays, and the excimer laser, now routinely used in LASIK and other forms of laser vision correction.
Dr. Wan has published many articles and abstracts on cataract and refractive surgery as well as a variety of other ophthalmic subjects, and holds an appointment to the clinical faculty at the USC School of Medicine. He has been named by his fellow physicians as one of the "Best Doctors in America” every year since 1996. Dr. Wan has taken on leadership roles in local, regional, and state professional societies and organizations, including the Ventura County Ophthalmology Society and the California Academy of Eye Physicians and Surgeons. He has served as President of the Medical Staff at St. John's Regional Medical Center/Pleasant Valley Hospital, and chaired the Quality Management and Physician Support Committees. He also serves as the Medical Staff’s representative to the California Medical Association and American Medical Association.
Dr. Wan has also been a leader in introducing many state-of-the-art advances in eye surgery to our community, including advanced small-incision cataract surgery (the so-called “no-stitch, no-shot, no-patch, no-blood” techniques). He was among the first surgeons to implant multifocal (for correction of presbyopia) and toric (for correction of astigmatism) lens implants in the area. Dr. Wan’s patients include other ophthalmologists and their families, as well as many other physicians and nurses.
Dr. Wan’s musical talents include the piano, organ, guitar, and banjo. He grew up in Ventura County with three sisters, all of whom remain local residents. He and his wife have two children, and when not hard at work he loves to ski and play tennis.
Dr. M. Meiya Liao is a licensed California optometrist specializing in comprehensive eye care. She is a longtime resident of Southern California. Following graduation from Camarillo High School, she earned a bachelor’s degree in political science at the University of California, Los Angeles, and subsequently, her optometry degree from the Southern California College of Optometry. She also completed internships at the National Naval Medical Center in Bethesda, MD and the Public Health Service in Phoenix, AZ. Dr. Liao practiced locally in Oxnard for several years before joining Coastal Eye Specialists.
During her training, Dr. Liao gained valuable experience in many aspects of eye care. She assisted in the coordination of CLEK, the first national study of the corneal disease keratoconus. She also worked as an ophthalmic technician at the renowned Jules Stein Eye Institute. Volunteer work at the LA Free Clinic rounded out her training, providing exposure to the eye care needs of a most needy population.
As an optometric intern at the National Naval Medical Center and the Public Health Service, Dr. Liao worked closely with ophthalmologists in a wide range of patient care, and gained experience in the complex eye problems that Coastal doctors often encounter. Trained in the latest advances in eye and vision care, Dr. Liao holds certification in the treatment and management of ocular disease by the National Board of Examiners in Optometry. With this qualification, Dr. Liao is certified to manage many eye conditions quickly and efficiently on her own, but has the added advantage of ready access to Coastal Eye’s ophthalmologists when a problem requires their additional expertise.
At Coastal Eye, Dr. Liao’s services include comprehensive eye exams, vision testing, contact lens fittings, school examinations, and handling many common eye problems. She also works closely with Coastal Eye’s surgeons in providing pre- and post-operative care and follow-up. Dr. Liao grew up in Ventura County and maintains close ties with friends and family in the area. In her free time, she enjoys spending time with her husband and daughter, biking, hiking and trying new foods.

Ruth Marquez, OD, is a licensed California optometrist who performs comprehensive eye care exams at Coastal Eye Specialists. She is a native of Southern California, who completed undergraduate studies at the University of California at Davis, graduating with a degree in Biological Sciences. She then earned her doctorate at the Southern California College of Optometry.
Dr. Marquez became certified first as an optician while still in high school, which inspired her to pursue a career in eye care. While at Davis, she became a Teaching Assistant in the California Mini Corps, working in local schools. Later, during her optometric training, she became involved in Student Volunteers for Optometric Services to Humanity (SVOSH). She was able to go on humanitarian trips with fellow optometric students and doctors to Baja California and to Zacatecas, Mexico. She says the experiences gave her a greater insight into eye diseases, and she was touched by the plight of the poor, so many of who need eye care and cannot get it.
During her four-year course of study at the respected Southern California College of Optometry, she rotated through a number of specialties, including primary care, vision therapy, ocular disease, pediatrics and low vision. She gained valuable experience in a variety of clinical settings, which prepared her to join the eye care team at Coastal Eye. Her rotations included a busy ophthalmology practice in Sacramento where she gained knowledge on pre and post op cataract patients along with a variety of eye diseases, the Indian Health Services in Arizona, and the Optometric Center of Los Angeles which serves the underserved community in the area. In addition to numerous awards and honors, she was also the Treasurer for her graduating class, and co-President of SVOSH. Dr. Marquez is certified in the treatment and management of ocular disease by the National Board of Examiners in Optometry. This attests to her expertise in caring for a variety of eye conditions at Coastal Eye, where she provides primary eye care, routine eye exams, contact lens prescriptions, and handles a wide range of common eye problems. She also works closely with Dr. Wan in the management of pre- and post-operative patients.
Fluent in Spanish, Dr. Marquez is delighted to be a member of the Coastal Eye team and a part of the community. She and her husband, a family practice physician, enjoy travel, having journeyed to Costa Rica, Nicaragua, and Italy. She is currently President-elect in the Tri-County Optometric Society. In her free time, she likes jogging by the beach, reading, and scrapbooking.
