W. Lee Wan, MD
Dr. W. Lee Wan is a board-certified ophthalmologist with over 20 years of experience, and is the President and Medical Director of Coastal Eye Specialists, the practice started by his father in 1964. Specializing in advanced cataract and lens implant surgery, Dr. Wan has provided an exceptional quality of care to patients in Oxnard since 1988. He holds an appointment as a Clinical Instructor of Ophthalmology at the University of Southern California School of Medicine.
Dr. Wan graduated with his medical degree from Loma Linda University School of Medicine, where he was the recipient of the Hoxie Award for excellence as a medical student. He then completed an internal medicine internship at Los Angeles County-USC Medical Center, before focusing his training on Ophthalmology. Dr. Wan completed a research fellowship in cataract and refractive surgery and his residency in ophthalmology at the prestigious Doheny Eye Institute at the University of Southern California, where he was awarded the Nesburn Award for research as a resident.
In addition to his extensive training and practice experience, Dr. Wan also remains active within the medical community as a member of several professional organizations, including:

Dr. Wan holds appointments on the Medical Staffs of St. John’s Regional Medical Center in Oxnard and Channel Islands Surgicenter, as well as Los Angeles County-USC Medical Center.
He has been the recipient of many honors, including inclusion in the Best Doctors in America list every year since 1996 (selected by his fellow physicians). He has also been awarded Catherine McAuley Lifetime Achievement Award by St. John’s Hospitals, the Spirit of Philanthropy Award by St. John’s Healthcare Foundation, and the Values in Action award by Catholic Healthcare West. In addition, he has held many elected and appointed leadership positions in the medical community, including President of the Medical Staff at St. John’s Regional Medical Center and St. John’s Pleasant Valley Hospitals, a member of the hospitals’ Community Board, and the medical staff representative to the California Medical Association. He is also on the Board of Governors of the Ventura County Medical Association and the California Association of Eye Physicians and Surgeons, is Executive Vice President/Past President of the Ventura County Ophthalmology Society, and 2015 President of the Ventura County Medical Association.
Besides his busy practice and leadership activities, Dr. Wan has also found time for medical missionary work, including a surgical expedition to bring cataract surgery to needy patients in Vietnam under the auspices of Surgical Eye Expeditions International, as well as teaching eye surgery at the Imperial City Eye Meeting in Hue, Vietnam to hundreds of eager local ophthalmologists.
Dr. Wan’s work has appeared in numerous publications and scientific presentations discussing advances in cataract and refractive surgery, as well as other emerging ophthalmology treatments.
In his free time, Dr. Wan loves family time, is passionate about snow skiing and tennis, and has a wide range of musical tastes reflected in his operating room playlist.
M. Meiya Liao, OD
Dr. Mary Meiya Liao has provided state-of-the-art eye care to patients at Coastal Eye Specialists since 2003, specializing in vision care, contact lenses, and management of a variety of common eye problems. She is dedicated to helping her patients achieve clear vision and maintain strong, healthy eyes.
Dr. Liao completed a Bachelor of Arts degree in Political Science from the University of California, Los Angeles, before receiving her doctorate degree from the Southern California College of Optometry in Fullerton. As part of her optometry degree, Dr. Liao completed externship training at the Phoenix Indian Medical Center, the Optometric Center of Los Angeles and the National Naval Medical Center.
During her training, Dr. Liao gained valuable experience in many aspects of eye care. She assisted in the coordination of CLEK, the first national study of the corneal disease keratoconus. She also worked as an ophthalmic technician at the renowned Jules Stein Eye Institute. Volunteer work at the LA Free Clinic rounded out her training, providing exposure to the eye care needs of a most needy population.

Trained in the latest advances in eye and vision care, Dr. Liao holds certification in the treatment and management of ocular disease by the National Board of Examiners in Optometry. With this qualification, Dr. Liao is certified to manage many eye conditions quickly and efficiently on her own, but has the added advantage of ready access to Coastal Eye’s ophthalmologist when a problem requires additional expertise.
Dr. Liao grew up in Ventura County in a family dedicated to medicine, and maintains close ties with friends and family in the area. In her free time, she enjoys spending time with her family, biking, hiking and trying new foods.
Ruth Marquez, OD
Dr. Ruth Marquez joined the Coastal Eye Specialists team in 2008, quickly becoming a popular and respected provider in the practice.
Dr. Marquez completed a Bachelor’s degree in Biological Sciences from the University of California, Davis, then went on to a Doctor of Optometry degree from the Southern California College of Optometry in Fullerton, having been awarded several merit scholarships and grants. In addition to her coursework, Dr. Marquez also completed internship training at several optometry centers, including Polacca Indian Health Services, the Eye Care Center of Fullerton, and the Optometric Center of Los Angeles. As a budding optometrist, Dr. Marquez served as president of SVOSH (Student Volunteer Services to Humanity), providing eye care to the needy in rural Zacatecas, Mexico and Baja California.
Actively involved in the field of optometry, Dr. Marquez is a member of several professional organizations, including:

- American Optometric Association
- California Optometric Association
She has served as President of the Tri-County Optometric Society and represents her peers as a Delegate to the California Optometric Association. She remains active as a volunteer, having participated in the free Remote Area Medical Center in downtown Los Angeles.
Dr. Marquez is certified in the treatment and management of ocular disease by the National Board of Examiners in Optometry. This attests to her expertise in caring for a variety of eye conditions at Coastal Eye, where she provides primary eye care, routine eye exams, contact lens prescriptions, and handles a wide range of common eye problems. She also works closely with Dr. Wan in the care of pre- and post-operative patients.
Fluent in Spanish, Dr. Marquez is delighted to be a member of the Coastal Eye team and a part of the community. She and her husband, a family practice physician, enjoy travel, having journeyed to Costa Rica, Nicaragua, Italy, and Cambodia. In her spare time, Dr. Marquez also enjoys reading, cooking, jogging, dancing and learning about other cultures.
